DRAFT LOCAL STRATEGIC PLANNING STATEMENT

Amendments were made to the Environmental Planning and Assessment Act, 1979 in March 2018 to create a requirement that NSW councils be required to prepare a Local Strategic Planning Statement (LSPS) by July, 2020.
The draft LSPS sets a seven-year strategic planning program to direct land use across the entire Cootamundra Gundagai Regional Council area. It provides context and direction which has been developed from extensive community consultation and takes account of the local character, values and features.

The LSPS has been prepared by taking into account information and feedback from Council’s other strategic planning studies, government agency input and community feedback. The LSPS operates in a similar manner to Council’s Community Strategic Plan in that it is an aspirational document that articulates the values and future directions of the area and documents timeframes and strategies to achieve them.

The LSPS establishes fifteen planning priorities with numerous actions and strategies associated with each priority. The implementation table at the end of the document sets the outcomes and timeframes to achieve the initiatives within. It is an ambitious document focusing on community and land use outcomes and how these will set the direction of the Cootamundra-Gundagai Regional Council area moving forward.

Council is required to place the Local Strategic Planning Statement on exhibition, seek agency and community feedback into the statements, outcomes, timelines and aspirations of the document. In accordance with Council’s adopted Community Participation Plan the LSPS will be placed on exhibition for a period of at least 28 days. Council recognises that community input is vital in order for proposals and projects to respond effectively to local needs and to succeed.

Council obtains this community input by placing plans and proposals on Public Exhibition and inviting community feedback. This process ensures that local residents, organisations and other stakeholders are informed about what is happening in the area and can have their say on the areas future.

DRAFT RECREATIONAL NEEDS STUDY

Council received funding from the Office of Local Government NSW to prepare a Recreational Needs Study for the Cootamundra-Gundagai Local Government Area.

Council engaged Treadwell Management in 2019 to prepare the Recreational Needs Study.

After extensive consultation in the second half of 2019 a copy of the CGRC Recreation Needs Study Final Draft is now ready for public exhibition, considering the following:

  • Review of the relevant strategies, plans, documents, policies and information.
  • Appraisal of participation trends and rates, along with a demographic analysis.
  • Consultation with community on current/perceived future usage of sport & recreation facilities.
  • Design of strategies that will guide sport and recreation provision over the next 10 years.
  • Detail of action plans for providing quality sport and recreation opportunities for the communities of Cootamundra-Gundagai as well as visitors.

PLANNING PROPOSAL

DRAFT AMENDMENT No. 4

Council has prepared a Planning Proposal to amend the Gundagai Local Environmental Plan 2011 (Draft Amendment NO 4).

The aim of the Planning Proposal is to:

  • Implement zoning and lot size recommendations from the Villages Study including changes to zones and lot sizes to provide for additional dwellings in the villages of Nangus, Coolac and Tumblong; industrial land at Coolac;
  • Amend objectives of the RU5 – Village zone;
  • Amend prohibited uses of the RU4 – Primary Production Small Lots zone;
  • Additional permitted use under Schedule 1 of “health consulting rooms” at 236 Punch Street Gundagai, Lot 2 DP 634697; and
  • Correct anomalies in Schedule 5 and associated mapping.

The Planning Proposal will be on public exhibition at Council’s Offices, 81 Wallendoon Street, Cootamundra and 255 Sheridan Street, Gundagai and on Council’s website at www.cgrc.nsw.gov.au from Friday 20 September 2019 until Friday 18 October 2019.

The Minister for Planning and Public Spaces has issued an authorisation to exercise the functions of the Minister, under Section 3.36(2) of the Environmental Planning and Assessment Act, 1979 to Cootamundra Gundagai Regional Council, dated 13 September 2019, in the making of this plan.

EXHIBITION OF DRAFT COMMUNITY PARTICIPATION PLAN (CPP)

Council, as a planning authority, is required to prepare and adopt a community participation plan (CPP) for planning matters. The CPP is to provide details on the mandatory provisions for notification in accordance with Part 1 Schedule 1 of the Environmental Planning and Assessment Act 1979 (the Act) as well as any local provisions.

The CPP is a plain English document which seeks to encourage effective and on-going partnerships with the community to provide meaningful opportunities for community participation in planning. The plan aims to give the community sufficient opportunity to participate in strategic planning, have a say on major development which may affect them and ensure that there is transparency in the decision making processes.

The CPP applies to the Cootamundra-Gundagai Regional Council Local Government Area (the LGA) and its exercise of planning functions in accordance with the Act. The Community Participation Plan does not outline Council’s engagement strategies for the delivery of other Council services, functions or infrastructure.

EXHIBITION OF DRAFT KING STREET MASTERPLAN

In 2018, Council received a grant from the NSW Office of Environment and Heritage to complete a heritage study and revitalisation plan for Wallendbeen. This draft masterplan is the result of the grant funding allocated for the revitalisation plan.

The Cootamundra-Gundagai Regional Council (CGRC) Villages Strategy 2018 identifies Wallendbeen as having significant potential to develop as a tourism destination centred on celebration of the history of the former town and silo art. Council secured funding from the NSW Office of Environment and Heritage in 2018 under their Heritage Near Me program to further this vision. The grant allocated funding for a heritage study, which has been completed and adopted, as well as a revitalisation plan for King Street.

To undertake the revitalisation plan, Council appointed Moir Landscape Architects in May, 2019. Moir Landscape Architects conducted community engagement sessions in May and June of 2019 in which they canvased the community for themes and visions for King Street. They also undertook analysis of Wallendbeen generally and have included pedestrian and cycling trails as well as signage as a part of their concept to better tie King Street into the fabric of Wallendbeen.

Council has been presented with a draft masterplan for King Street which seeks to revitalise the streetscape, integrate necessary and pressing stormwater upgrades and minimise maintenance requirements on Council for Wallendbeen overall. It should be noted that at this stage the upgrade works are not funded, however the masterplan is an overall strategic future plan for how this area of Wallendbeen should be constructed when funding allows. It provides a concept that can be used for the leverage of external funding sources.

Importantly, the masterplan improves functionality and use of the railway end of King Street as the central meeting area of the village as well as providing an inviting location from which the silos may be viewed. It is proposed that silo art will be installed at Wallendbeen as identified in, and funded by, contributions plan. In accordance with the draft Community Participation Plan, it is recommended that Council place
this draft masterplan on exhibition for 28 days to allow the community sufficient opportunity to view and provide comment.

    DRAFT CODE OF MEETING PRACTICE

    Council’s draft Code of Meeting Practice is on Public Exhibition from 1 May 2019 until 11 June 2019. Council is inviting feedback from ratepayers and residents.

    The purpose of the code is to help Council run meetings in a way that contributes to good public decision-making, where decisions are based on sound and accurate information.

    NEW NETBALL COURTS FOR COOTAMUNDRA

    Council proposes to construct two new netball courts in Nicholson Park using part of the funding supplied for that purpose under the Stronger Country Communities Fund (Round 2). The development will provide two courts compliant with current safety standards, complete with competition standard lighting and a small clubhouse. The location of the new  courts is on the site of the current courts, with some minor enlargement to accommodate safe run-off areas. A plan showing the footprint can be found on Council’s website or by visiting the Cootamundra office. Written comments on Council’s proposal are invited and will be received until 4pm Monday 3 June 2019.

    TOURISM AND ECONOMIC DEVELOPMENT STRATEGY

    The Cootamundra-Gundagai Regional Council has created the Tourism and Economic Development Strategy to define how to grow and sustain the economic base of the region.
    The Tourism and Economic Development Strategy will be on public exhibition until 26 March, 2019.

    WALLENDBEEN STRATEGIC HERITAGE STUDY

    In June, 2018 Council received funding from the Office of Environment and Heritage to complete the Wallendbeen Strategic Heritage Study and King Street Revitalisation Plan. This Project is a three stage project. The first stage of the project is to complete the Heritage Study which will inform the King Street Revitalisation Plan by providing recommendations based on heritage significance, impact and design. Stage two of the project is the conceptual plan of the revitalisation of King Street. Stage three includes six stories being uploaded to the Heritage Near Me App. Stage three is run in conjunction with stage 1 and 2 of the project and is being completed independently by the Office of Environment and Heritage.

    Stage one of the Wallendbeen Heritage Study and King Street Revitalisation Plan began in November, 2018 with the appointment of ngh Environmental. Project Manager, Jakob Ruhl, is the consultant who will undertake the required work. Community consultation occurred on the 19th November, 2018 with approximately 14 people in attendance. A site inspection and photographic heritage assessment was completed on the 20th November, 2018 the details of which are included in the Draft Wallendbeen Strategic Heritage Study.

    Engagement and feedback during the community consultation was considered by Council staff and as a result the project scope was expanded to include more heritage significant items and aspects which were identified by the community. As a result of the additional work it was necessary to extend the proposed timeline for the report to be completed from the 24th December, 2018 to 29th January, 2019. As such, Council received the amended draft report which has been provided under separate cover for the consideration of Council.

    The heritage study meets the requirements of the project scope and provides recommendations that will inform the urban designer once a consultant has been engaged. Council is now required to place the Draft Wallendbeen Strategic Heritage Study on public exhibition for 14 days commencing 27th February, 2019 and concluding 13th March, 2019.

    SHERIDAN-WEST STREET INTERSECTION – INFORMATION FOR RESIDENTS

    Cootamundra-Gundagai Regional Council staff, in consultation with the Roads and Maritime Services, NSW Police, and CGRC Traffic Committee have been reviewing intersection design options for the Sheridan-West Street intersection.

    The original plan to install a round-about at the intersection has been discarded after an extensive review of three round-about options. These options did not provide sufficient area to allow for efficient B-Double movements through the intersection.

    The final recommendation involves a conventional channelized intersection. The concept should satisfy most concern with regard to traffic incidents involving speeding and other traffic related matters.

    The concept and plan is now on display for public comment and viewing until Tuesday 30 October 2018.

    The proposed concept will attempt to reduce vehicle speeds from the Hume highway off ramp, provide greater visibility for vehicles turning into and from West Street. A stop sign will be installed on the Nangus Road intersection leg to provide a level of safety and give greater priority to the vehicles on the other three remaining intersection legs.

    JUBILEE PARK CONCEPT PLANS

    Cootamundra-Gundagai Regional Council residents are invited to view the concept plans for the proposed playground to be constructed in Jubilee Park Cootamundra.

    The plans will be on display at the Cootamundra and Gundagai administration offices and are located here. Interested members of the community are invited to comment on the plans until 2 October 2018.

    The playground is being constructed under CGRC Stronger Communities Fund Major Project Program. The Stronger Communities Fund is administered by Cootamundra-Gundagai Regional Council and is an initiative of the NSW State Government.

    Council resolved at its meeting held on 31 July 2018 to place the draft 2018-2028 Asset Management Plan and the draft 2018 – 2021 Workforce Management Plan on public exhibition for community comment and feedback. The draft plans will be on public exhibition until 5pm Friday 31 August 2018.

    The Asset Management Plan and Workforce Management Plan are two components of Council’s Resourcing Strategy. The other component of the Resourcing Strategy, being the Long Term Financial Plan, was previously adopted by Council, in conjunction with the 2018/19 – 2020/21 Delivery Program and 2018/19 Operational Plan, at its meeting on 26 June 2018.

    The Workforce Management Plan seeks to ensure that Council’s workforce has the capability to meet demands and to maintain and enhance the skills and competencies of staff. The Asset Management Plan provides the framework for Council to monitor the conditions of all its assets and make financially sustainable decisions for the management of these assets into the future.

    2018/19 OPERATIONAL PLAN AND 2018/19 – 2020/21 DELIVERY PROGRAM ON PUBLIC EXHIBITION

    After an extensive period of consultation and the endorsement of the “Our Place, Our Future” Community Strategic Plan 2018-28 on 10 April 2018, Cootamundra-Gundagai Regional Council resolved at its meeting held on 22 May 2018 to place the draft 2018/19 Operational Plan and draft 2018/19 – 2020/21 Delivery Program on public exhibition for community comment and feedback.

    The Operational Plan details the actions to be undertaken during the next financial year and includes the annual budget, long term financial plan, revenue policy and fees and charges for the year ahead.

    The Delivery Program details the activities that the Council will deliver over its term, the strategies it will implement in consultation with the community and contained in the Community Strategic Plan and the measures used to determine success.

    The public exhibition period of the draft 2018/19 Operational Plan and draft 2018/19 – 2020/21 Delivery Program will be open from 23 May 2018 to 5pm 19 June 2018.

    Council welcomes feedback on the draft plans. Submissions received will be considered by Council before the plans or amendments are adopted by Council at the next Ordinary Meeting of Council on 26 June 2018.

    SECTION 7.12 FIXED DEVELOPMENT CONSENT LEVY CONTRIBUTIONS PLAN 2018

    Former Cootamundra and Gundagai Shire both have adopted Section 94A (now section 7.12) Development Contributions Plans. It is proposed that these plans be repealed and a single plan adopted which covers the entire Local Government Area.

    Council has prepared a DRAFT SECTION 7.12 FIXED DEVELOPMENT CONSENT LEVY CONTRIBUTIONS PLAN which will be on public exhibition at Council’s Offices, 81 Wallendoon Street, Cootamundra and 255 Sheridan Street, Gundagai and on Council’s website at from Wednesday 4 April until Wednesday 2 May 2018.

    COOTAMUNDRA LOCAL ENVIRONMENTAL PLAN 2013 PLANNING PROPOSAL DRAFT AMENDMENT No. 7

    Council has prepared a Planning Proposal to amend the Cootamundra Local Environmental Plan 2013 (Draft Amendment No 7).

    The aim of the Planning Proposal is to add the B6 – Enterprise Corridor Zone to the Cootamundra Local Environmental Plan 2013 and rezone identified land in vicinity of Yass Road and Barnes Street to B6 – Enterprise Corridor.

    The Planning Proposal will be on public exhibition at Council’s Offices, 81 Wallendoon Street, Cootamundra and 255 Sheridan Street, Gundagai and on Council’s website at www.cgrc.nsw.gov.au from Wednesday 21 February until Wednesday 21 March 2018.

    The Minister for Planning has issued an authorisation to exercise the functions of the Minister under Section 59 of the Environmental Planning and Assessment Act, 1979, to Cootamundra-Gundagai Regional Council, dated 25 January 2018, in the making of this plan.

    CARBERRY PARK ADVENTURE PLAYGROUND

    Adventure Playground comments welcomed.

    The concept plans for Gundagai’s large scale adventure playground are now on public display at the Gundagai Library, Cootamundra-Gundagai Regional Council administration office and CGRC website. The preferred site in Carberry Park for the $1 million playground is expected to provide locals and tourists with picnic areas, play zones catering for toddlers, juniors and senior aged children.

    Council will receive written submissions from interested community members on the proposal up until Friday 9th March.

    The adventure park will promote a family friendly environmentally safe space, encourage strong community spirit and opportunities for all to engage in healthy and active lifestyle choices. It will also encourage tourists and visitors to stay a little longer in Gundagai, and spend time shopping and eating in Gundagai’s CBD, Sheridan Street.

    The proposed plans also include landscaping, a bandstand, fitness zones and increased parking spaces. Pleasant pedestrian zones, shelter structures and improvements to the amenities block also make up the concept of how the area will look and feel.

    VILLAGES STRATEGY

    The Draft Nangus and Rural Communities Strategies are now on exhibition for the community to make comment on. Until the 7th of March 2018, Council encourages the community to take a look at the strategies which can be viewed on Council’s website, in either office or library. It is hoped that through exhibition, Council receives confirmation that the strategies accurately reflect the communities aspirations, that projects are realistic and that any deficiencies or opportunities not covered in the draft strategies have the chance to be raised.

    In conjunction with the exhibition of these strategies a photo competition is being run. Budding photographers are encouraged to capture and enter images which capture the essence of the villages of Coolac, Nangus, Stockinbingal and Wallendbeen as well as the rural communities of Adjungbilly, Muttama and Tumblong. A winning photo from each will take home $100 and that photo will be the cover image for the final strategy. A grand prize of a family photo package or mentor session with Forever Rose Photography will be awarded to an overall winning photo. A number of other noted photos will receive judge’s prizes such as pool vouchers. Photos can be entered online by emailing planning@cgrc.nsw.gov.au and must be accompanied by a signed Villages Photography Competition entry form available on the CGRC website.     The business of the Council meeting to be held on Tuesday 28 November will include the presentation of the audited financial statements and the auditors reports for the year ended 30 June 2017.     SALEYARDS AGENTS FEE

    Council resolved at its meeting held on 31 July 2017 to amend the Saleyards Agents Fees at the Cootamundra Saleyards and to advertise the proposed amendment for a period of 28 days.

    It is proposed that the current annual fee of $10,300 be removed, and that an additional fee of $0.10 per head of sheep be charged on sale.

    Council is seeking feedback on this proposal.

    GUNDAGAI ADVENTURE PLAYGROUND

    Substantial funding has been approved for the construction of an exciting adventure playground for Gundagai under the Stronger Communities Fund.

    The normal process of preparing a development application for the project will commence as soon as a site is determined.

    Council would welcome feedback as to whether the subject playground should be constructed in Carberry Park or on Land located south of Morley’s Creek on the western side of Yarri Park.

    STRONGER COMMUNITIES FUND

    Cootamundra-Gundagai Regional Council (CGRC) was provided $10 million from the State Government to kick-start the delivery of priority infrastructure and services for the local community, following the merger of the former Councils in 2016.

    This Stronger Communities Fund (SCF) consists of two programs:

    Community Grant Program, allocating up to $1 million in grants of up to $50,000 to incorporated not-for-profit community groups, for projects that build more vibrant, sustainable and inclusive local communities.

    1. Major Projects Program, allocating $9 million funding to larger scale priority infrastructure and services projects that deliver long term economic and social benefits to communities.

    OPERATIONAL PLANNING

    The Delivery Program is designed as the single point of reference for all activities undertaken by the Council during its term of office. The Delivery Program details the activities the Council will undertake to achieve the objectives of the Community Strategic Plan over the four year term of the Council.

    The Operational Plan is a sub‐plan of the Delivery Program which directly addresses the actions outlined in the Delivery Program and identifies projects, programs and activities that Council will be undertaking within the next financial year and is supported by a detailed budget, as well as a Revenue Policy & Council’s Fees and Charges.

    Council prepares Progress Reports every six months, to keep track of activities being delivered within the planned timeframes and budgets.
