Do I need Council Approval?

From the 1st January 2021, all development-related applications and post-consent certificates must be submitted with Cootamundra-Gundagai Regional Council (CGRC) through the NSW Planning Portal.

Council has developed some Guidelines, factsheets and checklists to assist you to lodge an application online. Our ePLanning Factsheet  E-PLANNING FACTSHEET will outline the process and provide links to further information about using the planning portal.

If you have worked through the Development Application Guide and have all of the information required for your development, you can lodge your application online at the NSW Planning Portal www.planningportal.nsw.gov.au. Applicants must create, or have, an account to lodge an application.

WHAT APPROVALS YOU NEED FOR YOUR PROPOSED DEVELOPMENT, HOW TO PREPARE YOUR APPLICATION AND HOW TO LODGE IT FOR ASSESSMENT

The planning system in New South Wales can at times seem overwhelming and complex. Council staff have developed a comprehensive Development Application Guide and some factsheets to help you through how it all works and what to do if you are thinking about undertaking a development.

There are several types of development including;

  • Exempt Development (minimal environmental impact and meets specific standards. Does not need approval)
  • Compling Development (low impact and meets specific standards. A fast track approval)
  • Local Development (needs Development Consent from Council)
  • Integrated, designated and state significant Development (needs approvals or input from state agencies)

Seeking advice from Council prior to submitting an application can assist in identifying shortfalls in lodgement requirements, increase knowledge of planning controls and reduce delays.  A well prepared application is a good application that progresses smoothly through the planning system.

The submission of inadequate information, a lack of knowledge about the planning process and incomplete knowledge of Council’s controls can often lead to lengthy and frustrating delays in development applications being assessed.

 

Development Application Guide

Council has developed a guide on how to plan and prepare an application for lodgement. The Guide will take you through 6 steps to lodge a Development Application and outline the requirements and resources available. Statement of Environmental Effects

A Statement of Environmental Effects (SEE) is a report outlining the likely impacts of your proposal, and the proposed measures that you will undertake to mitigate those impacts.  The Environmental Planning & Assessment Regulations, 2000, stipulates that a development application MUST be accompanied by a SEE.

Council has developed a Statement of Environmental Effects Guide -(SEE) STATEMENT OF ENVIRONMENTAL EFFECTS (SEE) GUIDE WEB VERSION and some template SEEs. The template SEEs can be used for the basic developments listed below, however for complex developments or complex sites where additional information may be required, a more detailed written SEE that considers these complexities should be submitted.

What application forms do you need?

Council staff have prepared DA Packs for basic developments. These are available from Customer Service or you can download all the required applications and the appropriate checklist from the Application Forms and Checklists page.

Depending on your development you may be required to complete additional applications i.e. to install a manufactured home, install a septic tank, construct a driveway
